Vera Saboya holds degrees in philosophy at Puoc Rio university. From 2009 to 2014, she was in charged of developing a new reading policy for desadvantaged neibourhoods in the state of Rio de Janeiro.
Vera successfully implemented public reading projects in Medellin and Bogota, in Columbia and then testing projects in French libraries. She suggested the concept of « Parc libraries » or “Bibliotécas Parque”. She used her technical knowledge along with her experience with various audiences to design and implement this educational and cutural innovative project. The first project of Bibliotécas Parque emerged in Brazil in april 2010. The State Secretariat for Culture inaugurated the « Parc libraries » of Manguinhor and da Rocinha. Then Vera managed the Parque Estadual library.
